Maxwell graduated as the top sprinter in the history of the men's track and field program at Hartwick College. He went on to compete in the 600 meters at the 1967 Millrose Games at Madison Square Garden, and was a finalist in the 800 meters at the 1968 Olympic Trials.
Maxwell, a four-year member of the cross country and track and field teams, broke his own school record in the 440-yard dash nine times and went undefeated in the event from 1962-1966. He set school records in the 220 (22.1 seconds), the 440 (48.5 seconds), the 440-yard intermediate hurdles, the 600 (1:15.4), the long jump (21 feet, 2 ½ inches) and the triple jump. Maxwell was also a member of the school-record holding 440- and 1-mile relay teams.
Maxwell was the 1967 Connecticut AAU champion in the 800 meters with a 1:50.6 clocking. He finished third in the 600 (1:11.1) at the 1967 Millrose Games at Madison Square Garden, and was a finalist in the 800 meters (1:47.6) at the 1968 Olympic Trials in Lake Tahoe, California. In addition, he won the 1977 National Sub-Masters Championship in the 800 meters (1:53.4), and won the 1-mile run (5:28.6) in the 55-59 age group at the 1997 Masters Champion Grand Canyon State Games.
As a student at Greenwich High School, Maxwell won the Connecticut State championship in the 440 in 49.6. He also finished first in the 440 at the Connecticut AAU Championships in 49.3.
